Good question! I'm in an extremely weird position in that I don't own my own laptop and am stuck on a work one (all my and my wife's funds go towards our son). Yes Photopea is filled with ads, but for me it wasn't slow (the work laptop in fairness is quite fast). Then I got my employer to pay for my Photoshop, so that's what I'm using now. But I'm also limited to A1 prints at 200 dpi tops, because I can't use Upscayl (it's paid-for to use online, and I can't download the app because, yup, it's a work machine). So I use Photoshop's "preserve details (enlargement)" with reduce noise "50", which only gets me so far. At one point or another I guess you need to find the balance that ends up being right for you re: time spent/money spent/quality sacrificed - or not.
