The hardest part about staying consistent is not having the time. But.... Instead of blocking out an hour or 2 to sit on a computer to learn, when your short on time. You can turn your phone into a hacking lab. Since you carry your phone everywhere you go, it lowers the friction of practicing. During periods of waiting like in a queue, in an uber, when your bored you can always pull out your terminal on your phone. Anywhere you go... I've attached a walkthrough on how to make this possible.

I was really surprised by the amount of free tools you can find on GitHub. If your still new to some of this, I would recommend creating a GitHub account and just having a look at some of the website links listed in the images with no expectations, and share your experience with us or if your confused about something share your questions. The more you interact with them, the more patterns you will start to see.
