Need help with Job Applications!

Hi everyone, I'm looking for some help with my networking skills. For a bit of background, I've been working as a Data Scientist / Full-Stack Developer for the past two years now, and I've decided I'd like to move to a bigger city with the intention of pursuing higher-caliber roles in the same field, and also expanding my social circle.

For the past few weeks I've been sending tons of job applications out, however most of the listings I've come across have been from recruiters, and either I don't get or a response, or I get a phone-call with a recruiter trying to advertise a very low-quality role to me.

I've read that around 80% of hires don't come from job applications, but rather from referrals, where people network using platforms such as LinkedIn, and suggest ways to companies that they can solve the problems that they are having. The problem is that I have no idea how to do this effectively, and most of the time end up sitting staring at my laptop screen in frustration.

If anyone has any insights to share regarding LinkedIn networking or job hunting (preferably in the coding world), sharing your advice / experience would be greatly appreciated!
