Short answer: no. They never were.
Long answer: they might still be the most important thing on the list, because they're the only one you can keep working.
Let's look at the numbers, then let's argue about it in the comments.

Whitespark published the 2026 Local Search Ranking Factors report on November 6, 2025. 47 local search experts scored 187 factors.
Here's the top of the local pack list, the one that decides the Maps three-pack.
1. Primary GBP category
2. Proximity of the address to the point of search
3. Keywords in the GBP business title
4. Physical address in the city of search
5. Business is open at the time of search
Reviews finally appear at number 6, as high numerical ratings. Review quantity with text lands at 9. Recency at 11. A steady drip of reviews instead of bursts at 14.
Top 10. Not the top of the list. A category dropdown is.

Here's the part that should make every one of you pause.
Look at what beats reviews. Category. Proximity. Business title. City. Hours.
You set the category once. You can't move your client's building. The title has to match the real-world name or you're playing with a suspension. Hours take five minutes.
Every factor above reviews is either a one-time fix or something you don't control.
Reviews are the only signal in that top 10 that compounds every month you hold the account.
They're also moving up. Darren Shaw's read on this year's data: "the biggest changes we're seeing are an increased importance of review signals and behavioral signals."
Now the half nobody mentions. The local organic list, the one that decides your blue-link spot, has a completely different top three: a dedicated page for each service, geographic keyword relevance, and inbound link quality. Reviews don't crack the top 10 there at all.

Because reviews are the only local signal with a number the client can watch go up, and a scoreboard beats a correct answer every time.

Push back on the lazy version of my own argument here, because "reviews are overrated" is a dumber take than the one I just killed.
Ranking and getting hired are two different jobs.
BrightLocal's 2026 survey of 1,002 US consumers: 97% read reviews for local businesses, 68% won't use a business under four stars, 47% won't use one with fewer than 20 reviews, and 74% want reviews written in the last three months.
The category gets your client into the three-pack. The reviews decide which of the three gets the call.
Here's a split worth taping to your monitor. Owner responses to reviews rank 122nd out of 187 factors. Close to nothing for rankings.
On the buyer's side, 89% expect the owner to respond, and 42% are unlikely to use a business that never replies. A templated reply puts off 50%.
Worth almost nothing to Google. Worth almost everything to the person holding the phone. Most SEO arguments in this industry are two people measuring different outcomes and yelling.

Stop asking whether reviews are the biggest factor. Ask these instead.

Category, title, hours, map pin, service pages. Do those first. Free, one-time, and they stop you selling a review system to fix a dropdown.
Shaw's own note this year: you can't just send review requests to Google anymore.

This is a 10-minute audit that writes your proposal for you.
Pull up the prospect's profile. Compare the primary category against the top three already in the pack. Check the title, hours, and pin. Then the rating, the review count, and the date on the newest review.
Wrong category means a 10-minute fix that makes you look like a magician and buys you the next 12 months.
Right category with old, thin reviews means you're selling the system from yesterday's post, priced on the gap instead of your hours.
Billing a client $1,200 a month for "SEO" when his actual problem was a dropdown is how you end up on an uncomfortable call in week 10.

Category sits at number 1. Reviews start at number 6. 97% of buyers read them anyway.
