Lack of response

I've gotten 27 leads over the last 2 weeks and I am seeing an unnerving trend: People who don't answer the phone or call/message me back even when I respond to their leads questions within 15 seconds. Why would someone go to the trouble of answering the questions if they won't answer the phone or respond to a message?

Beyond frustrating. Is anyone else dealing with this?
