High CPC new store

Hi guys, I've been experiencing insanely high CPCs on my new store (UK market, home decor). First week spent $170 with avg. CPC $3.55. Is that normal from the beginning at a low daily budget ($25 per day)?

Or do you think it's the shadow ban on my domain (which would be strange since I've owned that domain for almost 2 years and didn't do anything dodgy with it)?

Any help would be appreciated🙏
