When dogs won’t roll over

Hey all wanting some guidance. I know Rosie can roll over and has done on command a couple times but when in puppy school the trainer said she’s a dominant personality and that’s why she refuses to roll over. Rosie often submits to other dogs. So has anyone had issues with the roll over command and is there any truth that if they Dnt like to roll over are they dominant? And hard to train?

Add she will happily roll over for belly rubs and will sleep next to you with belly up
